Voluntary Registration was the first legislation to consider the idea of mutant registration. It set up registration centers and allowed for the creation of the Mutant Registration Database.

History

Through June and July of 2005, legislation which would allow registration centers to open in the US and would provide for the voluntary registration by mutants who so chose was debated. The Voluntary Registration Act passed and was signed into law in mid July of 2005.


Application

Although some do still choose to voluntarily register their information, the real legacy of Voluntary Registration is the Mutant Registration Database. This law set up the confines within which the information gathered may be used.


The information in the MRA database is not publicly accessible. Only those with top security clearance (including all X-Factor agents) have access, and they are able to provide information contained within to others, including local law enforcement, after the appropriate channels have been taken.
